Withdrawn Items
Selected folders contain withdrawal sheets where 350 documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person. All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s).

Collection Overview

The papers of Franklyn W. Phillips consist of his daily correspondence carbon file during his various administrative positions with the National Aeronautics and Space Administration (NASA) from 1958 to 1970. The files contain correspondence, directives, and memoranda dealing with personnel, travel, facilities, management analysis, security, health and safety, and technical information. There is also some biographical material and a chronological file (January-June 1966) of Winston E. Kock. Researchers using this material maybe interested in papers of James E. Webb, microfilm and printed materials of NASA, and the oral history interview of Hugh L. Dryden, -Deputy Administrator of NASA.

Beginning in 1962 with Franklyn Phillips� appointment as Director for Administration of the Northeast Office of NASA, Electronics Research Center, this series consists of his daily correspondence carbon file during his various administrative positions, including the construction and later the operation of the Cambridge office. Of special note is the transition memo, January 19, 1961. Also appearing in the chronological file are some papers of T. Keith Glennan (1958-1961), James E. Webb (1961-1963), Hugh L. Dryden (2/61-3/61), and James C. Elms (9/66-6/70). Following the chronological file is a folder of biographical material and a chronological file (January-June 1966) of Winston E. Kock, a director of the Electronics Research Center.
